You need a way longer rope. I ride at 65-75 feet... And maybe go 21 or 22 mph.

http://www.wakeworld.com/MB/Discus/messages/65919/358391.html This is an older link to rope length and boat speeds, plus Stevens comment at the end is pretty funny.

It really depends on the boat, how much weight is in it, you're personal preference, etc. I personally ride a 70 or 75 feet line at 23-24mph with 1650lbs of ballast

In my brothers sea ray, I rode 65', 1000 pounds with 500 up front and 500 on the floor by the back seats. Trim up about 1/4 and the wake was pretty good.

27 mph, 87 ft, 3500-4500 lbs of ballast (it varies from day to day). but the rope and speed are consistent.

i managed to still clear the wake with a 70' rope behind an un-weighted 18' boston whaler (no tower). It was not very ethical considering the circumstance, it was just a suicide test to see how far back i could ride behind a crappy setup and to push my edging ;) (not braggin' just giving an idea of what can be done) definitely lengthen that rope though. i realize the wake looks HUGE that close but in the end all anyone does when they ride that close is compensate (in a bad way) for the benefit of a tower. tension will pull in the rope munch sooner and pull you back down... or at least out of balance. and you wont have hardly any distance potential to build up an edge. try 55-60' or even more if you can

16m is 72 feet, so keep that in mind when taking advice on going longer or not. 1m = 3.28 feet. You should probably up the speed by at least a 2 or 3 mph (1.2 to 1.8k)

1 m = 3.28 ft therefore 16 m = 52.48 ft (not 22, not 72) Dale - i'm sure you will find what works best for you given the boat, weight,... i'm 65-70 ft at 21/22 mph
