sand for ballasts

YO who knows if takin sand and using them for sandbags for weight is illegal???

Anything other than water does not neutralize if for some reason your boat wants to sink. Not to mention the hauling of and trailering.

depends on where you are taking it from. :-)

unless sealed very tight could get messy. some people use lead, old dumbells, or pop bags. most use fat sacs for a couple of reasons:
1. if your boat starts to sink, water = water
2. it is less wear and tear on your trailer and car by not lugging all that extra weight around (if you have to trailer the boat)
