you can still put it in the locker and just fill it as much as the locker will hold... or anywhere on the side you like to ride on, goofy or regular. the best set-up we've found that works on almost any boat is all internal ballast full with BELLY, REAR CORNER, SIDE, AND FRONT CORNER sacs with as much water weight as your lockers will hold...
Or to save space try sand or PVC filled with lead.
We like water b/c it's easy to remove and refill.
adding more weight should make the wave taller and usually shorter so the weight in the belly and front help lengthen it while increasing your speed in small increments until it "looks right" helps too.
