A new Sacramento County ordinance holds parents accountable if their child plunges into a river or lake without a life vest. The new rule requires all children 12 and younger to wear a preserver while swimming or wading in a county waterway. If they don't, parents can be cited for a misdemeanor and fined up to $500. Or are people allready aware of it?
