Make your KDW larger for larger speed changes each time the system makes a control move. I would go higher than 185 until it controls speed better. With the NN, the smaller it is the more often it will average the paddle wheel pulses and make a control move. So, by making KDW larger and NN smaller, you make the system try to control speed more aggressively by making bigger speed changes more often. Start with a KDW of 225 and an NN of 70, see where that gets you. If it takes a long time to get to the speed setpoint but does not overshoot (much), make KDW bigger. If it is twitchy and hunts around the setpoint, make NN bigger and/or KDW smaller. If you run with different loads, i.e. more or less weight and people, you may have to adjust these values.
