210 wake really washy

I just recently redid my ballast. all fly high sacks, 4 total, one in each v drive locker, the rear seat sack in the ski locker, and the triangle bow sack in the storage area under the playpen open bow, which probably fills1/2 to 3/4, due to space constraints.

I've noticed that the wake doesn't want to stay clean at speeds below 23 mph. not that I mind that speed, but sometimes I like to slow it down to try new tricks.

any suggestions?

PS It's a 96 super sport, not an Air, exactly, but the same hull. and I'm running stargazer.
