I only have the kit glass for my D40 currently but want to get a neutral density and polarizing filter. What price would get me something decent without going super overboard? Is the $25 range ones okay?

Who makes them that cheap for DSLR lenses? If you can get a tiffen or sunpack for that price they'll probably be OK. Why do you want an ND?

I had read the ND was good for landscape's, which tends to be most of my pictures. Is that not right? Looking on B&H they seem to start around $25 and go up. If I need to be schooled on filters I'm open to suggestions any information you would like to share.

The ND is my favorite filter so far. It's great for long exposure day time shots.

What brand of filters does everyone use? I'm very curious of what kind to get.

I have Hoya UV filters on all my lenses, mostly to protect the glass.
