I have removed the four set screws on the pole and it will not come out. I have hammered on it with a rubber mallet to try and break it loose and still no luck. Any ideas?

Find where the pole meets to hull, there should be a plate that is bolted to the hull. Undo those bolts, then it shoud come up.
