Going from the dam towards 49 there is a boat storage place on the right, just before you get to 49. We looked at a 50+ footer in there once and I believe they also had a lake permit. No idea what the name of the place is or how many boats they have, but I just remember looking there once. If you're in the area it may be worth a drive-by. It's only a few miles from the lake.

Damn! I love Shasta. Just took my first Powell trip, but still have a thing for Shasta. Planning a trip in June and August. Can't wait!
