In a word yes, however your driving style greatly affects the amount of soot you put out. All diesel trucks today are turbos. They smoke when more fuel than air is getting into the combustion chamber. Simply allowing the boost to come up, say to 6 lbs, before adding more throttle will allow the turbo to stay ahead of the injectors on the majority of trucks. I always try to keep the smoke to a min when towing my boat so I don't have that black film to wipe down.
