I've been trying to get the surf wake just right on my 21v as well. I use a 750 in the port rear locker, and one of the original rear bags on the rear seats as well (260lbs). Front sack is full but still the stock 650. I leave the driver side 750 empty. About 10 mph with wakeplate all the wake up is the best for me so far, but with the driver making a pretty severe left turn. This makes the wake pretty good size and really long (it seems) as well. What I don't like is that it seems you have to stay pretty low on the wake to stay in the sweet spot. If I make a pretty simple mistake on the top of the wave I'll loose it. I think think next time I go out I will put the other 260 bag up front. to see if that helps create a better transistion... What are you doing with the wakeplate?
