The United States House of Representatives is expected to vote on
comprehensive climate change legislation this Friday or Saturday. The
bill, titled The American Clean Energy and Security Act of 2009 (H.R.
2454), includes multiple provisions that specifically target our
industry and would make it very challenging for U.S. refiners to
remain competitive in a global marketplace.
The bill not only regulates the carbon dioxide (CO₂) emissions from
our facilities, but we must also pay for emission credits to cover the
CO₂ emissions made by vehicles that burn our fuel. Not surprisingly,
as the largest domestic refiner, Valero’s reportable CO₂ emissions
make up approximately 6.6% of the U.S. total, when you count product
emissions.
Whether you are concerned about climate change or not, enactment of
H.R. 2454 is bad for domestic refining, bad for the economy, and bad
for consumers. While we believe the true legislative battle on climate
change will occur this fall in the U.S. Senate, it is vital that we
let our Representatives in the House know how damaging this
legislation is to their constituents.
