Does anyone know the lumen output on these? I can't find that info anywhere. I'm referring to the underwater transom lights

In our experience the specs on underwater lights run from conservative to liberal with a little snake oil too. Lumens are just one more unqualified specification. It makes it very hard to objectively compare alternate brands.
But here is what we do and have found that the results run consistent with our experience. Most LED underwater lights are going to run at a similar efficiency level. So, we compare the amperage draw. The light that draws more current is the brighter light.

I was told the same thing. That they can basically rate them at anything.

And the next thing they will do is start adding resistors to drain current and skew this measurement...
