when would be the right point to try and get a sponsor? Not a main company sponosor like LF or Hyperlite but like a local shop

Well if you win the local competitions and put on a show, chances are someone is going to notice you. After that, the sponsors will just come to you. Also, since most shops sponsor local tournaments, someone will notice you.

I don't totally agree. If you are a really good free rider and spend a lot of time in the wakeboard community you'll just kinda end up with sponsors. Make it a point to be public about your riding with some local comps, but also spend a lot of time sharing the stoke of wakeboarding. meet as many people as possible, make sure company reps know who you are, weasel your way into their boats and hang out at the local shops. Its not guaranteed, but if you are a good rider and (important) a good person to be around you'll be the kind of person that ends up with sponsors. Once you have a few, then you can work on the big money contracts and video parts, but until then, just do your thing and ride.
