The GM stuff is printed on a film and then compression molded in with the board. The clear is part of the molding process and has nothing to do with, what would be thought of as, painting. You can do something similar with an existing board by having whatever image printed on fabric and laying it under clear like surfboard makers do. It is a difficult first-timer project but I'm sure there are plenty of surf shops in Corona that could get it done for ya. They will know what material would be best to print on for their particular lay-up technique, and they can ussually airbrush some stuff in there for you as well. This will, of course, make your board heavier but if it is done correctly it will be minimal and I assume this would only be a show piece for your Toyota anyways
You might also sacrifice your hard edges as the fabric will have to wrap the edges or it will just peel up after a few uses. Hope that helps...
