Yea foam boards should be replaced at least every season if you have a normal 3-4 day a week riding in the summer. Wood boards maybe every other.

Did the boat come locally or is it from a humid/salty climate? Even if it wasn't in salt water, if ithe boat was stored in that environment it could result in this kind of thing

I think you've got a few things backwards but... Nor am I trying to sell OP on an axis. If your buddy's axis runs nose up he's running too much weight in the back with wedge, this will also widen the wake a loooot. Needs another 300+lbs in the bow...
