I just replaced the rudder seals on my 2000 Moomba Mobius. My rudder looks quite similar to the first picture. It was simply two O-rings. I picked them up at the local auto parts store for just a couple of dollars.

Not necessarily on all motors, but I had one on my last boat too. If you follow the wire from your starter, it should lead you to it.
