I got the Hyperlite Regiment Jacket line, and it says.

80'
Regiment Jacket

-Ultra Lite
-Non Stretch
-Tangle Free
Closed Cell Neoprene
Core for Flotation
Surrounded by 100%
Spectra Fiber and Coated
by Spectra Fusion

4 Sections

Then on the rope there is a warning that says

WARNING
Rope stretches during use. Sudden release of handle can cause rope and handle to snap back and may hit the occupants and user which could result in injury.

Now i'm confused. Is my rope truly Non-Stretch or does it have some stretch to it?

It shouldn't stretch to where you notice it, I think Hyperlite ropes are made by Accurate and they use the default little warning that they use on ski ropes. Your spectra will stretch a little but only under extreme pressure and not enough to clock someone in the boat (which I have seen waterskiing).
