The vest wasn't legal. They spotted him across the bay and he got pulled, but when they realized he was filiming an Evil Kneivel tribute show on Fox they let him go. The guy on the left is telling his ship mate about the time he saw Evil try to jump 12 school buses and take a digger.

That is my nautique, but that's not the Coast Guard. Those guys are the fashion police. Garrett was beat like a circus monkey for his choice of attire and was then released. Not much more to explain.
