When we drive the boat the water pressure builds up and fills the sac to where it is about to pop and we are constantly having to drain it.... Does this happen to you? Is this not right? I guess I could add a shutoff valve...

Sounds like the solinoid valve feeding the sac is not working.

Not sure, but I thought all the new Malibus came with a emergency shut off valve between the thru hull and the pump. If you don't have this, Your dealer will probably put one in for you at no charge.
