Anyone have suggestions on how to calibrate the pp and speedo without a GPS.

you can't get an exact speed w/o a GPS. You can synch the two units up to each other that's about it. Speed is all relative to me....my PP says I ride @ 21.5, other friends say I ride at 22.5. Base your speed off of feel not PP, IMO. Don't forget, any time you disconnect your battery your PP will restart with it's intial settings.

My speedo reads 24, PP is at 22.5. I simply use it as a relative thing and we are happy with the setting in general. As long as the PP works, I am good to go.

Slalom course and a stop watch. A certified course is 850 feet long. 20 mph should take 29 seconds. 29 mph = 20 seconds. 36 mph = 16 seconds. Run it multiple times in each direction to get the best accuracy.
