I'm considering buying my daughter a new board (currently shares a Hyperlite Motive 119 with my nephew).

My daughter is 9 years old and weighs about 60lbs. The 119 Motive says "up to 105 lbs". She is progressing well (gets in and out of both sides of the wake easily).

I'm thinking of the Divine 128. Would this be too big for her?

The 128 would be a little big for her right now but she'll always grow into it. She'll still be able to do what she does now on the 128 just might be a little big to handle. If you can get her on a bigger board and see how she feels, that would be a good judge on what she can handle.
