I can't comment on the water level, but I'd stay away from that lake anyway. Even with plenty of water, there are a lot of un-marked obstacles. Plus, the whole lake is one big fish bowl. Tough to find any good water.
Camanche sucks. If you're going to go to that area-Don Pedro, Melones, McClure are all pretty close by. Can't speak for McClure's/Melones water level at this point-but I was at Don Pedro last weekend and its fine.
