Well, I've found that a good industrial-strength adhesive remover can take care of stubborn outlines like that in a flash as long as they are on the surface of the gelcoat. NOTE: be sure not to leave the adhesive remover on there for too long - it'll screw up the gelcoat. Just rub the spot you need clean with it, then wipe it off and follow it with a good gelcoat spray cleaner. If the outlines are from UV fading, you can try a 3M/Meguiars gelcoat color-restoring formula, and see how that works... but I can't guarantee any results with that.
