alternate ballast vessels

In order to tweak my DD Moomba Outback to near perfection, I need ~400 lbs more ballast.

unless I can find a 300 - 400lb fat sac for about $50, I'm too cheap to buy another.

Has anyone tried filling a towable tube with water?

How well did it work?

Anyone know of any cheap fat sacs?
