Think you need to recheck.

there is a Hawaii, and a rough count looks like about 31 states accounted for.

i think your access to electricity states have been accounted for.

okay. I did miss a couple. My bad. But so far I have 40 states accounted for. I have a map and highlighted all the states named and I believe I got them all. These were not named:
