Not if the swim platform is removable.

what if the swim plaform is bolted to the transom? like an integrated extension off the back of an I/O extending the reg platform by 2 feet (not removable easily)

Isaac, depends on the mfg.. If they are cheezy (which quite a few are) then they'll include the swimstep in the length of the boat. The boats overall length and the running surface are two different lengths.. Historically speaking those that don't cut corners or misrepresent typically measure running surface.

(Disclaimer, this is primarilly based off the custom boat market, aka performance boats)

Integrated swimsteps (even though they are fiberglass, and part of the boat) should NOT be included in the length of a boat, but about a 50/50 split on who does and who doesn't.

On my Calabria, they claim it to be a 23' boat. In reality it is only 21'6". 23' including the swimplatform. I was not too excited to find this out but it is still a great boat IMHO.

So it does very much depend on the manuf.

The length of the boat does not included anything that is bolted on to the boat
