Wheel weights and sand in small shoebox size tupperware containers. Wrap in duct tape and that should give you around 40-45 pounds.

Takes a little bit of work but it's cheap.

go to a Tractor Supply and ask someone there if they know where you can get used tractor weights. they are 100 lbs slabs with handles. i have bought them for less than $5 a piece used. John Deer weights will cost more. Ask for Case/International or Massey Furgusson. New they sell for $100-200 a peice. Sometimes tractor junkyards will give them to you.

LeadHeadz

65 lbs. per brick
$1.00-$1.25/lb

Each LeadHeadz Ballast Brick is made with a purified, high grade lead that allows for the optimum weight in the smallest amount of cubic inches. The base design of each brick is 17 " long and 3-1/2" wide. On the each side of the Headz there are 3/4" Earz that allow for extremely easy handling in & out of the boat.
