I have this exact same problem to a tee. I fixed it this weekend, kind of. First, under the dash, there is a fuse box for the ballast system. there are 6 fuses in it, 3 30 amp fuses for the fill pump, and 3 10 amp seperate fuses for the 3 seperate evac pumps. check the fuses, it is likely that one of the fuses are blown, that would be the one for the port side evac pump. try replacing the fuse, if it works, then problem solved, if it simply blows again, like mine did, you have yourself a burnt out evac pump. Now you have to find the evac pump, follow the evac hose, you'll have to take off the wooden boards that seperate the engine from the ballast area. you'll find a 12v Rule seacock mounted aerator pump, part number 203FC,that is what they use. you gotta replace that pump. In Ontario I am having a very hard time locating this pump, likely will have to order one off the internet. took me about half hour to do this.
