By the "white floating pad" I assume you mean "throw cushion? You are required to have a throw cushion but color is unimportant, and it must be within easy reach not under a seat. The fire extinguisher must be mounted within easy reach also. Anchor (recommend chain too), and rope. An oar is also required. Towing you are required to have a spotter and a mirror (two mirrors are even better).

There is other minor stuff, like flame arrestor, horn, navigation lights for night time operation, etc.

They will quickly write tickets for things like sitting or standing on the side of the boat when moving, and the driver gets the ticket.

Anchor is NOT required....
You also need a Coast Guard Approved vest for everyone in the boat, throw out pad, oar, and Fire Exinguisher. Current registration, and preferably insurance

I must be wrong on the anchor part, but when we got inspected by the Coast Guard volunteers, when launching at the Delta, we had to show them our anchor, along with all the other stuff.

Anchors are on the "recommmended list"

A wakeboard or ski can be considered an oar.

Your California Dept of Wildlife, Dept of Recreation, or similar dept will have the boating rules and regs for your state.

CGV is NOT an authority on state laws. They suggest many things that are not required, but are considered a must have for general safety.

I am beginning to really dislike the Colorado volounteers. They are getting quite the attitude. They have courtesy inspections, but try to make you feel like it's a required thing to have to boat on CO lakes.

Don't forget the ski flag if you are pulling a rider.
