Moomba ballast pump

For some reason whenever we try to turn on the pump it doesnt fill imediatly. Its make a low hum and doesnt pump. We waited a couple of minutes and finnally it would start.

Does anyone have this same problem and is it normal? If not what would be a reasonable solution?

We have a gravity I ballast system.
