It's all good until it falls off the jackstands. Or, like when someone is sitting in the cart pressing the pedal and the line snaps and whips the **** out of them.

You would have to get another set of wheels and tires because you can't take the tires off and put them back on the wheels in a feild without a bunch of tools.
For $700, if it was in my town, I would drive over to check it out and reserve judgement until then. I see potential issues, but you could work around them...
