For the frton ballast in the floor where is the best place to run the drain/overflow line? I was thinking about drilling a hole in the floor close to the air vent by the driver's side so it would drain out the side of the boat more or less by the driver's right knee.

You can route the hose behind the driver foot panel, follow the steering cable out of the locker to up under the dash. I would put the outlet under the rub rail below the windscreen, so yes just forward of your right knee

Doing well buddy!
There is a 4" hole already there, currently the steering cable runs through there + the heater lines if you have the heater.
