what is this and is it hard to do?

I believe this would be referred to as a tail slide or tail press, or just plain having a good time!!! But let's not call it a "manual" cause that would be just silly! Not too hard to do. One way to do this trick is when the boat is turnign around, cut to the outside and edge really hard with the whip, then as you near the end of the whip just swing your weight back onto the tail of the board and ride it out. You'll notice two things in this picture.... 1) the hand reaching down to the water (Similarly to apower slide, this helps with balancing) and 2) the slack line. (Coming out of a whip you'll always get slack in the line and this will allow you to actually ride the board out on the tail slide.
