Get Irfanview from the web. Free download.

Call up the pic, go to Image > Resize.

Choose the first resize parameter.

If you have Microsoft Photo Editor, save picture to your computer, right click and hit open with photo editor, and then resize is an option on the top toolbar.

All thosee are too much work.....

install this program and to resize a picture all you have to do is right-click on it and select resize. It will create a new image that is resized.
