I hit something with my prop and wonder if there is a small amount of damage , can I repair it or do I buy a new one .My surf wave seems fine but start seems to lag just a little bit.

It can, and should be repaired. An out of balanced prop can damage the strut bushing if left unrepaired

Should also have the shaft, strut, and rudder checked.

Do boat shops have special machines . I do not live close to my boat shop would a machine shop be a good option or do I make the drive .

Yes, It should be reworked by prop repair shop. Call a couple local dealers and ask who they send their props to.

If by chance your boat has an Acme prop, I would recommend just sending it to them to be fixed.
