Ok so in my 91 excel v drive I have the following issue and im wondering what the pros have to say about it.

i have about 250lbs on either side of the motor,

about 350lbs in the bow, and a 400lb sack down the middle of the floor. at speeds under 23mph the wake is very washy and wont clean up. and boat doesnt plane very well.

Im wondering if i dont have enough ballast in the bow to counter the stern? is that the key to the killer wake is more wake up front?

I have heard a general rule for wake is 60% in rear and 40% in front. You sound like you are 70%/30%. My guess would be to try moving your 400lb more forward or add 250 to the front.
