Does anyone know who makes this tower on this Sea Ray boat? My friend has a Rinker I/O and he has been trying to find a tower like this.

That almost looks like a regular tower just turned around. If you are looking for a "backwards" tower, you can try the following websites, they make those custom for a lot of boats:
