Building a Kicker?

Since i am going to be buying a winch very shortly, i was wondering how to make a kicker roughly 7ft wide, 3.5ft high, and about 4.5ft deep. After building it i want to know if there are any ways to make it movable. Because i live right across the street from the lake and my friend lives on the lake so i have to bring it in every time i use it due to my "neighborhood officials" of my development...Thanks
