This has been addressed elsewhere. Cheney and the neo-cons felt that the US hadn't done enough to establish the US as the ultimate power in the universe after the fall of the Soviet Union. They wanted to give an object lesson to the rest of the world (and the middle east in particular), that if you f*cked with the US, you would be eliminated, swiftly and efficiently. Of course now we all know that they accomplished just the opposite. Iraq learned that it was easy to draw the US into a long protracted guerrilla war and wait for them to "declare victory and go home" which we have now done.
Ironically Cheney developed his conservative political positions while taking advantage of multiple draft deferments as a student at the university of Wisconsin, where he developed an intense dislike for the Vietnam war protesters and supported the war. Had he taken a look at the history of Vietnam he would have know that China controlled the northern part of Vietnam for 1000 years, most of it dealing with uprisings and efforts to expel it - which eventually succeeded. After the war many senior North Vietnamese leaders cited this fact and noted that they would never give up, and never stop trying to expel the US and that if the US had studied their history they would know that.
But hey... Dick Cheney is smarter than the rest of us, his plan was good - it just wasn't implemented properly - just ask him, he'll tell you.
