Photo shop programs

It there any free downloadable Photo shops? Not fancy or anything just somthing I can toy around with...If not whats one i could buy cheap thats decent?

Couldn't find anything when i searched for isohunt and on piratebay i searched for ps and found a million but down know which ones right for my computer.
