I've been having a reoccuring issue where my shackle will flatten against my boat trailer frame and allow the tire to rub against the fender, thus rednering the trailer un-towable until the shackle is fixed. Is there anything I can do to prevent the shackle from "flattening" and making the trailer un-towable until it is fixed?

Urathane bump stop.
If this is a recurring problem with a leaf spring it is either of bad quality (ie. not spring steel) or getting overworked. It's something that a good trailer shop or spring shop should be able to analyze and fix.
But a bump stop will help you make it home and may prevent the problem from appearing again.
