Ballast on Ski Supreme V220

Bought a 2008 Ski Supreme V220 which had been repossessed, brand new and have now put 10 hours on the boat. Everything is awesome but I can't get the ballast to work, the knobs are in a poor spot so I wonder if the impeller in the pump has been burnt but I can't believe all three pumps have burnt up. Is there a common fix for this issue, the only way I have to see if the ballast fill is to leave on and then try to pump out. Any help would be great.

if the boat was repoed, i wouldnt be suprised if they ran the ballast dry just to ruin the impellers or the pumps, my dad is a contractor, and in homes that are foreclosed, he sees things broken and doors missing, stuff like that. might be the same type of thing.

also, check for a ballast pump fuze. might be something as simple as that

The pumps are working I can hear and feel them when I turn the pumps on but I do think it could be the impellers.
