anybody have any Launch Pad 540 lb sacs?

I just finished ballast systems in my buddy's VLX and my LSV. We used Rule 2000's for fills and 1100's for drains. No valves, pours over the side when it's done like it should. The only problem is that when I bought my Launch Pad sacs, they only come without covers now (Straightline ran out of outer covers and are now selling the rest coverless), and with out the covers, they just keep expanding in my boat and wont build the necessary tension to overflow out the vent and let me know they are full ( my buddy got the last two covered bags, dammit).

Anyways, if any of you guys have those bags of just the outer covers that you arent using any more, that would be great. I know its a long shot. Let me know if anybody does.
