Im looking at purchasing a used boat that has a red top and black bottom. In the gelcoat there are a bunch of scuffs, is this normal or has the boat been abused? Also are they easy to remove? can they be removed with a buffer?

sometimes... depends on how major the dings are. Could also be a good opportunity to learn how to wet sand and reshine your gelcoat.

most of the scratches appear to be minor mainly from the cover, but still an eye sore.

Also, whats i cost to do a patch job on a sctatch thats deep? Can the color be matched?

If they're minor a buffer will usually do the trick(if normal waxing doesnt) but I couldnt help on the patch job Q. Never had a deep scratch I dont know how theyd do that.
