option for surf rack on top factory location on xs

What is the best option for a surf rack on the top factory mounts on an XS tower? I have two titan spinners in the lower mounts. I assume that you cannot use spinners on both the top and lower mounts - so is a lift off the best option? I keep the boat in a covered dock so I am looking for something other then a fixed rack.

no bro u can get spinners top and bottom, i went with 2 spinners down low and 2 spinner surf 's up top

Which spinners did you use up top? Titan's or something else?
