Considering wetsand and compound to restore oxidized gelcoat and looking go to get rid of one part of decal and keep another. Do I need to protect the keeper part somehow? Thanks for any input.

When I wetsanded my 89 I did not mask off any of the decals i wanted to keep. You just have to be very careful and sand by hand near them, but not on them. If your oxidation/fading is bad you leave a "shadow" around the decals if you dont get right up to them with the sanding.
