Well, ran it on the hose in the driveway for over 20 min and there was zero smoke and some very faint smell. I thinking it might have solved the problem, however only a lake test can tell.

Seems like it'd probably take at least a few grand to get it up to par. Add in another $600-$1,000 for a good boat cover. Seeing the boat in that condition I'd bet maintenance was neglected as well....
