chavezychavez 06-03-2004 10:04 AM

There was a levee break near the Lower Jones Tract this morning - they say it's 90 feet plus wide! We may have another Frank's Tract on our hands!

wakehound 06-03-2004 10:10 AM

Yeah, I got a message from the OES this morning.

From: San Joaquin Office of Emergency Services

A levee break of 200-300 feet has been reported on Jones Tract, north
of the Woodward Ferry. Sheriff, CHP, and marine units are notifying
residents to evacuate the area. The EOC has been activated.

For more information contact:
John Austin, OES-4, 209-468-3962

I think this is just south of Lost Isle. I wonder what it's going to do to the tides in the area.

chavezychavez 06-03-2004 10:18 AM

Mark, where is that pic from?

They just reported another 50 feet broke off making it near to 350 feet of levee gone!

chavezychavez 06-03-2004 10:21 AM

If it's Lower Jones tract then it's right near Tiki Lagun - like the other side of Whiskey Slough from it - But Lower Jones Tract goes from Empire Cut to the North to the train tracks to the south and Middle River to the West to Whiskey Slough to the east.

I'm curious where exactly on the island the break occured.

(Message edited by chavezychavez on June 03, 2004)

lzyboy 06-03-2004 10:21 AM

The lower / upper Jones tract is right over by Railroad slough, Bullfrog marina and the ferry isn't it???

jarrod 06-03-2004 10:23 AM

that number is busy. Anyone know which areas are in danger? I would like to know if my boat is going to be floating in the storage unit...or not!

lzyboy 06-03-2004 10:27 AM

here is a crappy map of the island...

I just got off the line wiht BULLFROG MARINA,

Thew Levee is BROKE just past the railroad tracks / railroad slough in front of the ferry!

chavezychavez 06-03-2004 10:31 AM

They just said it's right near the intersection of 4 and bacon island road...

dakid 06-03-2004 10:36 AM

I heard it on the news here!!!

This better not ruin my trip up north this weekend!

wakehound 06-03-2004 10:38 AM

Just north of the ferry. It's not supposed to be threatening HWY 4, but I'm guessing that's just because it sits high up.

I got the picture from www.thekcrachannel.com

hatepwcs 06-03-2004 11:06 AM

Is there a local news website I can keep up to date with this?

How do they handle something like this?

wakescene 06-03-2004 11:06 AM

forgive my lack of knowledge regarding the the Delta..remember I am from NJ...

How does something like this happen? Is it a tide issue or Highlands/Lowlands type thing???

Just curious to know

KG

aaronlee13 06-03-2004 11:17 AM

wow... i was just over there last night boarding too

wakelvr 06-03-2004 11:20 AM

We ride Whiskey and Railroad all the time. I'm trying to get more information as well. Please post if you beat me to it... Thx!

zipe 06-03-2004 11:20 AM

FYI

Just talked to H&H marina in Stockton to check in on my boat and the break hasn't had a major impact in their area as of yet.

chavezychavez 06-03-2004 11:20 AM

Kevin,

The levees system is quite old, and when high tide occurs it raises the levels of the rivers/sloughs creating more pressure on the levees. In this case, the levee could not withstand that pressure, failed, and is flooding the manmade "island" created by the levees surrounding it.

This particular "island" has minimal inhabitants, and is mostly agriculture (there are no homes). They said 300 or so farm workers could have been camping/working on the "island" at the time, no word on what happened to them.

No injuries have been reported but the damage to crops could be in the millions

chavezychavez 06-03-2004 11:22 AM

Stefani, it's the west side of the tract so Whiskey should be ok, but Railroad is like right there where the break occurred.

anyone know what effects are happening? lower waterlevels? and such

chas 06-03-2004 12:26 PM

news says worried about salt from the ocean moving up the delta, also cutting water flow to southern CA. Could have big effect on fresh water supply.

pesos 06-03-2004 12:31 PM

news says they may have to close hwy 4 later today

marlinangel 06-03-2004 12:47 PM

I'm in Disco - water is low, but not out of the ordinary if we're having a big negative tide - anyone have a tide chart for this area this time of day?
wakehound 06-03-2004 12:53 PM

The National Weather Service has issued the following bulletin:

NATIONAL WEATHER SERVICE SACRAMENTO CA
1140 AM PDT THU JUN 3 2004

...THE NATIONAL WEATHER SERVICE IN SACRAMENTO HAS ISSUED A FLOOD WATCH FOR FLASH FLOODING FOR THE UPPER JONES TRACT IN WEST SAN JOAQUIN COUNTY. THE WATCH IS IN EFFECT UNTIL 600 PM PDT THURSDAY EVENING...

A BREACH OF THE LEVEE NORTH OF HIGHWAY 4 WEST OF STOCKTON HAS OCCURRED IN THE LOWER JONES TRACT. LOCAL OFFICIALS EXPECT THE WATER TO BE CONTAINED BY THE RAILROAD EMBANKMENT THAT SEPARATES THE LOWER JONES TRACT FROM THE UPPER JONES TRACT. SHOULD THIS RAILROAD EMBANKMENT FAIL TO CONTAIN THE WATER...RAPID FLOODING OF UPPER JONES TRACT WILL BE POSSIBLE. SHOULD THIS OCCUR...HIGHWAY 4 WILL BE IMPACTED.

PEOPLE NEAR THE LEVEE SHOULD TAKE IMMEDIATE ACTION BY MONITORING LOCAL RADIO OR TELEVISION AND FOLLOW INSTRUCTIONS FOR ANY POSSIBLE EVACUATION AS OUTLINED BY LOCAL EMERGENCY OFFICIALS.

So I guess 4 closing depends on the railroad holding the water back.
rodmcinnis 06-03-2004 12:58 PM

I keep my houseboat at Tiki lagun, so when I first heard about the break I called and they assured me that there was no significant impact at their location.

For those not familiar with the California delta, the entire area is rich farm land that was reclaimed from marshland by building a massive array of levees. Even under normal conditions the farm land is 10 to 15 feet below the water level on the other side of the levee so when a breach happens large areas can flood.

Back in the '30s the area was extreamly valuable farm land due to the ease in irrigation and the fact that crops could be loaded onto barges and floated to market (roads and trucks in the '30s were rather poor....)

With the advancement of roads, 18 wheel trucks and better irrigation canals the value of the reclaimed delta islands has diminished. There are a number of islands that have no bridges to connect them to any adjacent land. If a levee breaks on one of these islands it is likely to be left alone and allowed to return to a more natural state, such as "Franks Tract" and "Mildred Island".

There are a number of things that can cause a levee to break. A common cause is extreamly high water spilling over the top, which can happen during the spring if a warm tropical storm drops a lot of water quickly.

Another cause is careless work on or near the levee, as in someone digging a little too deep or too close.

A rumored cause are animals, such as beaver or otter, burrowing into the levee

Unfortunatly for us wakeboarders the farmers are going to blame boat wakes for erroding the levees.

They should be able to repair the levee without too much difficulty since there is a road that leads right up to the break. It will take them a little while to get all the cranes and other equipment they need to the area and then start a flow of rock coming. Once they plug the hole there will be a whole lot of water that they need to pump out. I understand that it takes years before the farm land is useable again.

guido 06-03-2004 1:02 PM

Great....Maybe they'll just leave the break and create a new section of Delta. I hope this doesn't mean we'll be riding in salt water. I just hate the water spots that leaves on my board. Seriously, though... Imagine what it would have been like to be riding over there when the leeve broke. That'd be some freaky shiz. Hopefully everyone got out of there in time.

Fisherman and environmentalists will probably blame the failure on wakeboard boat wakes. He, he

aaronlee13 06-03-2004 1:51 PM

we can shift the blame to the cruiser wakes... those are much bigger

lzyboy 06-03-2004 2:26 PM

Board,

This is an area MANY of us / my crew / friends ride in all the time.... It usually is always smooth out that way and not to much boat traffic. It is right pased the railroad tracks / Bull Frog Marina before the ferry... It is probabaly about 1/4 mile away form skiers beach.

( cut and paste the links )
http://www.thekcrachannel.com/slideshow/news/3378858/detail.html?qs=;s=6;p=news;w=320
http://www.thekcrachannel.com/slideshow/news/3378858/detail.html?qs=;s=2;p=news;w=320

Lzy

denystaucd 06-03-2004 3:48 PM

Hey all,
My buddy just took my boat out and said the break is just a few hundred yards past the ferry north of skiers beach. On the east end of victoria. He said that the water is low like a really low tide.
dc

chavezychavez 06-03-2004 4:04 PM

Dennis, did he mention how much the water is moving in the area?

aaronlee13 06-03-2004 4:15 PM

i just spoke with a buddy, he is gonna go out there now and take some pics

tiger20 06-03-2004 4:15 PM

I told you all those power turners this weekend were trouble!

aaronlee13 06-03-2004 4:59 PM

i've heard of farmers selling water, when they have a lot of land they irragate the water when it rains and sells the water.

Now where this flooded, you think he can sell the water back, since its his land he has water rights.. think he can sell it back?

piglet69 06-03-2004 5:52 PM

Nick, that is the first thing I thought when I saw this post heheheheheh

We have talked about making flyers and sticking them on the cars at the dock about how/why you shouldnt power turn!

wakehound 06-04-2004 8:05 AM

I wonder how far this will draw salt water into the delta. I know that normally the Antioch bridge is the spot where brackish turns to salt, but where will it be now?

chavezychavez 06-04-2004 8:28 AM

Mark, hopefully we will get the reports later today.

Did you all see the aerial view? Like Aaron said, the break is no more than 1/4 mile from Ski Beach...

Look at this pic that looks south down Middle river...

wakelvr 06-04-2004 9:03 AM

I don't want to start rumors, however my mom told me that she heard on the news that there is a propane leak. Has anyone heard this? I can't seem to find any reports of this!

millah 06-04-2004 10:02 AM

Damm I just booked my vacation at Tiki Lagun for next weekend. You Delta locals think it will be repaired by then? Also how mush will this affect the riding in that area.

chavezychavez 06-04-2004 10:13 AM

Don,

Won't be fixed by next weekend.

Shouldn't affect your trip as the water should be stabilized by then.

aaronlee13 06-04-2004 10:41 AM

my buddy was out there and cops wouldnt let him near it... but he said the water had flowing real fast when he was over by bullfrog

migitty 06-04-2004 10:47 AM

Don't tell anyone this but that new body of water created by the levee break is my new secret Delta riding spot. Shhhhh.

wakehound 06-04-2004 1:07 PM

It may remain that way too. I just heard on the radio that they've already run out of money for the repairs. The local water reclamation district is asking the governor to declare a state of emergency so federal funds can be used to fix it. They also said that the Army corp of engineers is trying to reinforce another levee (can't remember name) to protect HiWay 4. If that one gives way, 4 will have problems.

rodmcinnis 06-04-2004 1:15 PM

Don: I wouldn't expect this this to be a major issue to your vacation. I would expect that the portion of Middle River near the break might be off limits for a while, but there is plenty of delta left to ride in.

Rod

wakeon 06-04-2004 1:17 PM

jklein 06-04-2004 1:20 PM

I heard on the radio at lunch that the department that's in charge of it is out of money so work has stopped. They are asking that Arnold will declare a state of emergency so it will free up some funds. If he does not do that, they're going to try and scramble to scrape it together.

dakid 06-04-2004 1:58 PM

How is this affecting the northern part of the Delta, like out of B&W Marina, the north and south forks of the Mukolmne?

Pretty damn hot in Stockton right now.

aaronlee13 06-04-2004 2:44 PM

i doubt its affecting that area at all

millah 06-04-2004 4:01 PM

Big relief thanks guys. So we will be down in Tiki next Saturday for 9 days of riding (if my ole body holds out) Anyway keep an eye out for the black hurricane.

Later Millah

rock_n_boardin 06-05-2004 9:09 AM

20 MILLION DOLLARS to repair the damage!!! WTF are they using gold or something!!! I could see 20 million if you figure the crop damage. But 20 million just to put up a dirt levee!!

"drove my Chevy to the Levee but the Levee was dry and good old boys drinkin Whiskey and Rye singing this will be the day that I earn 20 million, this will be the day that I earn my 20 million" Ok lame I know!! domin8 06-05-2004 7:09 PM

I heard the water was a little low, anybody go out today ?

dakid 06-05-2004 9:11 PM

Went out today...low in some areas, high in others. Sounds like a normal day at the Delta.

domin8 06-05-2004 10:34 PM

Thanks Joe - Guess we'll go tomorrow morning.

sherman 06-06-2004 6:52 AM

we were out on sat water was great. Not too many people out. But last night I walked out on the deck and I dont think I have ever seen the water so low the 40 footer next to us the stern was in the mud. Also Ski Beach is closed the cops wont let anyone enter that area

norcal_99 06-06-2004 7:37 AM

I heard the break in the levee was caused from the new X-Star's monster wake.

levi 06-06-2004 2:55 PM

No Rene...I heard it was from those NVS Entity speakers. Duane was doing a demo and turned away from the levee and cranked it. Doh!
