Have you checked out Wakeoutlaws.com? They used to surf behind Malibu's and seemed to have the wakes dialed in quite well. They have an article about how they do it here http://www.wakeoutlaws.com/vlxballastarticle.php

I have an '07 VLX, and I could get a great wave just out of stock ballast going 11.6 MPH. And I don't even have the bow ballast. Over the winter, to get an even better wake, I plumbed 750's in the rear lockers and I will put an 800# in the bow. Also, I was using the power wedge (about half way). The only advise I could give is to fill the center ballast completely and increase speed to over 11.

We didn't use any bow ballast at the Scioto Wakefest and no wedge. It was easy to get a good wake.
